“Only Socialism With Chinese Characteristics Can Develop China,” Says China’s VP

China’s Vice President Xi Jinping, who is widely expected to replace Hu Jintao as the nation’s paramount leader at the upcoming 18th national congress, has called on his party members to continue building “socialism with Chinese characteristics”, reported the China Daily on Wednesday, as the nation prepares to face “unprecedented challenges” to the economy and society.


China’s Vice President Xi Jinping, who is widely expected to replace Hu Jintao as the nation’s paramount leader at the upcoming 18th national congress, has called on his party members to continue building “socialism with Chinese characteristics”, reported the China Daily on Wednesday, as the nation prepares to face “unprecedented challenges” to the economy and society.

The vice president made his remarks at the closing ceremony of a high-profile seminar attended by provincial and ministerial-level officials, where he stressed how socialism was “deeply rooted” in China’s history – with a proven record in all the achievements made by the country over the past 30-odd years.

Xi then said that building on socialism was critical in enhancing party building, and reiterated the need for political unity ahead of a once-a-decade political transition this fall.

“We should adhere to the guidance of Deng Xiaoping’s Theory and the important thought of the Three Represents, implemented the Scientific Outlook on Development, further emancipate the mind and firmly promote reform and opening-up.”

“Enhancing Party building and making good use of the CPC’s (Communist Party of China) unique advantages developed during its long-term struggle according to new practical conditions, are the fundamental guarantees for all of our great undertakings so to overcome all difficulties and continue to march forward,” Xi later added.

At the opening ceremony of the seminar on Monday, the president, Hu Jintao, had also delivered a speech, which reminded the party to “unite around the Central Committee.”

Though Hu avoided discussing the scandal surrounding the former head of the Communist Party’s Chongqing branch Bo Xilai, he urged the party to “neither flinch in the face of any dangers nor be distracted by any interference.”

“We must not be afraid of any risks, and not be confused by any distractions,” Hu said, as cited by the BBC.

[quote]“We confront unprecedented opportunities and also confront unprecedented challenges…We must unwaveringly take the correct course pioneered by the party and the people over a long period, and neither flinch in the face of any dangers nor be distracted by any interference,” he said.[/quote]

“[Let’s] unite all forces that that can be united,” Hu later urged.

The Chinese government has been taking pains to ensure a smooth leadership transition and said earlier this month that preparations for the 18th party congress were under way and going well. The transition though had been marred by the Bo Xilai scandal, with many observers noting divisions in the Communist Party leadership.

As the heir apparent to Hu, Xi Jinping’s first task will be to restore harmony within the CPC, before addressing the nation’s economic slowdown. Since rising through the party over the last three Decades, Xi has built a reputation for clean government.

In 2004 for instance, Xi led an anti-graft campaign in the rich coastal province of Zhejiang, where he warned officials to “rein in your spouses, children, relatives, friends and staff, and vow not to use power for personal gain.”
