Annual Plan outlay of Uttar Pradesh for the year 2006-07 was agreed at Rs.19000 crores. This includes onetime additional Central assistance of Rs.250 crores for projects of special importance to the State. At a meeting between the Deputy Chairman, Planning Commission, Shri Montek Singh Ahluwalia and the Chief Minister of Uttar Pradesh Shri Mulayam Singh Yadav it was agreed that the Plan size would include Rs.500 crores in the National Urban Renewal Programme for which State will have to enter into MoU with the Central Government.

The Deputy Chairman, Planning Commission, appreciated the efforts made by the State Government for accelerating development process and improving financial health. He said the performance of State in collection of trade tax, excise and stamp duty were remarkable. He specially mentioned 30.1 per cent increase registered in trade tax.
State’s performance in implementing Sarva Siksha Abhiyan and Mid-day Meal Scheme were specially appreciated. Attention was drawn to the health sector, which also needs focused attention to bring the State back on track. The State was also asked to allocate more funds to forests and environment and also evolve policy to promote fishery.
Planning Commission suggested that the State Government should work out a comprehensive and concrete action plan for ensuring implementation of guidelines related to IT sector and 2 to 3 per cent of total outlay should earmarked for IT activities. The State was asked to present separately its case for power sector so as to have a comprehensive view on problems being faced in the power sector reforms.
Briefing the Commission on the performance of the State, Chief Minister, Shri Mulayam Singh Yadav said that focused attention was being given to power, road, irrigation, health, education, and employment sectors. He said revenue growth of 23 per cent has been registered so far this year in the State. Rate of growth was expected at 7 per cent for the current year and expenditure realization was likely to cross targets set for the year. He said in the last two years 227 major bridges have been constructed and another 100 would be completed before the end of the current fiscal.
He said for the first time in the plan history, the State was set to record a positive BCR for the next financial year. Efforts are on to implement Centre’s directives on social and power sectors. He pointed out that Rs.28, 000 crores of private sector investment in the power sector has been committed and the Government has plans of investing another Rs.11, 000 crores to ensure that power is provided to all by the year 2012.
He said the State has introduced sugarcane industry policy aimed at encouraging private investment. An investment of nearly Rs.4000 crores is in the pipelines. Nine sugar mills will come up during current financial year while another seven will become operational during next financial year.
