Telecommunications Sector Reform in Tanzania had been adopted in 1994 by taking help from the World Bank.
The Tanzanian government’s telecommunication policy was the development of an adept telecommunication network to provide an info communications infrastructure and easy access to the telecoms service for all the citizens of the country. So the government had started the telecommunications sector reform as a part of their economic reform program.
Reasons Behind Telecommunications Sector Reform in Tanzania:
- The telecommunications services had been inadequate in Tanzania for a long period.
- In the beginning of 1983, the total number of telephones in Tanzania was 1,60,000, but the penetration of telephone usage was less than one telephone per 200 persons.
- Pressure to increase and spread the telecommunications access from the international trends were increasing on Tanzania.
Reform Strategy:
- Tanzanian government started to commercialize the telecommunication service and provided a multi operating environment.
- A policy had been formed which regulated the operational role in the chain of the telecommunication service.
- The government formed an institutional framework to operate the liberalized and multi operational telecommunication sector.
- Privatization had been introduced in the telecommunication sector as one of the reform process. Private sectors had been encouraged to enter in the telecommunication domain through licensing.
- An institutional support mechanism was governed for reviewing the policies in a regular manner.
- The government promoted competition in the market as a development tool.
Impacts of Reform:
Due to the telecommunication sector reform, the private sectors of Tanzania entered into the telecommunication domain and expanded the country’s telecommunication infrastructure. People then got the services more accessible without paying too much for it.
Reform in the telecommunication policies clarified the government’s role to provide space to the private sector for further development.
