Collections and, consequently, revenues of tax of New York have been affected significantly as a result of lay offs in Wall Street as well as economic reduction at a yearly rate of 6.3 percent in final quarter of 2008-09 fiscal. At present its minimum budget deficit is $16.2 million and this unprecedented shortfall is having serious consequences as far as tax at New York is concerned.

As per this plan $5.2 billion would be generated by way of fresh New York tax collection. Higher officials in New York Senate have made a commitment that in future rates of property taxes in New York would not be increased to a significant extent.

If a combination of New York tax on properties, sales and income taken by both state and local governmental bodies is considered then rates of taxes are highest in New York. It has been proposed that tenure of these higher rates of taxes is going to be three years. However, it has also been stated that if rates of New York taxes continue to be high then a number of tax payers whose earnings are on higher side would be forced to go away from New York.

At present highest rate of New York tax is 6.85 percent that is applicable for tax payers who file along with their spouses and whose adjusted earnings are in excess of $40,000. Majority Leader of New York Senate Dean Skelos has said that when this budget was being formulated Republicans were against increasing rates of New York tax as that was supposed to have led to loss of job opportunities and weakening of state economy.

Paterson has said that increasing rates of New York tax was last option that was open to him in given conditions. He has stressed, however, that he is urging state legislators to cut down on expenses at state level.
