Tax preparation software can be downloaded for free from various international tax administration organizations such as Internal Revenue Service, the Department of Treasury of the USA or the Her Majesty department of Revenue and Customs (HMRC) in the UK. They also offer free tax advice with the help of many tax professionals available with the organization. For example, the Volunteer Income Tax Assistance (VITA) and the Tax Counseling for the Elderly (TCE) are two programs offered by the IRS to help people clear their doubts about filing tax returns.
The VITA program offers help to low-to-moderate income individuals who cannot prepare their own tax returns. Certified volunteers sponsored by various organizations receive extensive training from the organization to help prepare tax returns for communities situated across the country. The TCE is directed towards senior citizens years of age who are offered free tax counseling and advice on how to file their tax returns. Volunteers offering tax counseling are often retired individuals attached with non-profit organizations that receive grants from the IRS.
In this context, it should be noted that the IRS has come up with a unique program called “Free File” which is a free federal tax preparation and electronic filing program developed by the joint effort of the IRS and the Free File Alliance LLC, a group of private sector tax software companies. Since its inception in 2003, more than 15.4 million taxpayers have benefited from this service.
The companies offer the free service of the “Free File” for taxpayers with an Adjusted Gross Income (AGI) of $52,000 or less. According to the figures for 2006, this means that over 70% of the taxpayers can avail of the service and file their federal tax returns for free. There are other qualifying criteria for free filing of federal income tax returns for categories such as Earned Income Credit and you should be aware of the qualifying criteria in the first place.
In case of the UK where free tax or free filing of tax returns is widely prevalent, various policies of tax-free allowances have also been invoked in the Budget 2007 announcement made in March. Some of the measures include the Operational Allowance for members of the Armed Forces will be tax-free as also the payments under the Armed Forces
Redundancy Scheme, 2006 will be tax-free. The Value Added Tax registration threshold has been raised from 61,000 to 64,000 pounds and that for deregistration has been raised from 59,000 to 62,000 pounds. In India, tax exemptions are also allowed on income up to Rs.1lakh annually, which attracts a 0% tax. With regard to VAT, a 0% duty is charged on essential goods whereas 12.5% duty is generally levied on all goods.
Various examples of tax-free budgets can be cited from Indian states, which can provide a much needed pellucid for the rural populace of the country. The Rs.2686 crore tax-free budgets announced by the Pondicherry government in 2006 to modernize the police force and step up coastal security along its ports and tax-free budgets amounting to Rs.140 crore and leaving an uncovered deficit of Rs.590.47 crore announced by the Tamil Nadu government in 2004 are some of the highlights. Abolition of sales tax on 10 AIDS drugs and tax relief on gas supplied to Tamil Nadu Electricity Board are some of the features. The earlier tax-free interim budget presented in January put the revenue expenditure at Rs.32, 254 crore.
Free filing of tax returns is not yet the norm in case of India and free taxes is a highly debatable issue in the Parliament owing to the perceived problem of constant revision of electronic tax forms. Anyway, if both the Tax offices accept tax returns across the country as also the Post Offices, it can make for a pleasurable hassle-free filing of tax returns.
