The main aim of public sector reform in Ukraine is the creation of structures as well as procedures, which would in turn assist the government in getting nearer to its goals.

The World Bank encourage public sector reform in Ukraine, the institutional reforms in particular. The Bank has implemented various adjustment programs in the past years, whose main objective is to facilitate the growth of the society as a whole, promote business activities in Ukraine.
The government in Ukraine has undertaken reform measures in various spheres of public sector reform. Information pertaining to the eminent spheres are in the following paragraphs.
Public sector reform in Ukraine laid considerable emphasis on fiscal discipline, financial discipline, regulatory policies, ownership rights. These also include extending legal assistance for various institutional measures in the private sectors as well as the state sectors.
Public sector reform in Ukraine also concentrated on state treasury. The reforms comprised managing budget ina a better manner. The usage of the fund was also looked into so that the fund is used judiciously. In the context of public sector reform in Ukraine, the treasury system in the country was made fully automated with the hope that it would enhance a judicious budget execution, which would in turn lead to controlled flow of cash.
State Tax Administration of the country, in the year 2003, gave approval for a plan leading to the development of the taxation sector. The reforms pertaining to the taxation system of the country, included working upon the existing defects of the system in the country, thereby making the tax system more transparent and efficient. The country required the reform to ensure that the administration of the taxation system in the country is done without any bias. The reform would also ensure a reduction in the tax burden.
