The Annual Plan of Assam for the year 2007-08 was finalized at a meeting between Planning Commission, Deputy Chairman Shri Montek Singh Ahluwalia and Chief Minister of Assam Shri Tarun Kumar Gogoi.

The total Plan size has been agreed at Rs.3800 crores. This includes special plan assistance of Rs.400 crores for important projects in the sectors of irrigation, flood control, power and poly-techniques of excellence.

The total Plan size has been agreed at Rs.3800 crores. This includes special plan assistance of Rs.400 crores for important projects in the sectors of irrigation, flood control, power and poly-techniques of excellence.

Deputy Chairman said that the State’s economy is today in a much better position than before. Against the targeted growth rate of 6.2 per cent for the Tenth Five Year Plan, it is expected to register a growth of 5.59 per cent. He said the State government was appreciated for maintaining financial discipline and initiating steps for development of economy through various income and employment generating schemes. Attention was drawn to the existing scope for improving irrigation facilities. While appreciating achievements in the micro irrigation, it was suggested that priority should also be given to larger irrigation schemes. Attention was also drawn to high drop out rates and distribution losses in power sector. State was requested to expedite early completion of on-going power sector projects. Skill up-gradation through vocational education and universalization of secondary education should also be given priority.

Briefing the Commission on the performance of the State, the chief Minister said despite infrastructural constraints, the State has shown all round improvement. State’s own revenue collection has increased because of tax reforms. Both revenue balance and fiscal balance have turned into surplus. Pressure on State Government’s ways and means position has now completely been wiped out.

The State intends introducing special programmes to generate 2 million jobs during Eleventh Plan period.

Involvement of people at grass root level in planning and development process will be the focus area of Eleventh Plan. Process of strengthening PRIs and ULBs, training and capacity building of officials at the grass root level has already been started.

He suggested that development of Special Economic Zones with suitably modified norms and with full Central support till private parties show willingness to invest as special consideration of disadvantageous location of the State.
