Binance Ex-CEO Changpeng Zhao to Guide Kyrgyzstan on Blockchain Development

Former Binance CEO Changpeng Zhao (CZ) is set to advise the government of Kyrgyzstan on matters related to blockchain, cryptocurrency, and emerging technologies. His role will focus on helping the country explore how these technologies can improve government operations and boost economic growth.

In an X post on April 3, Kyrgyzstan’s President Sadyr Zhaparov revealed that a Memorandum of Understanding (MOU) had been signed between the National Investment Agency under his office and Changpeng Zhao.

According to the agreement, both parties will work closely to grow Kyrgyzstan’s blockchain and crypto ecosystem.
The plan includes offering technical support, infrastructure development, expert consulting, and educational programs designed to help citizens and institutions better understand blockchain technology.
President Zhaparov emphasized that this partnership opens the door for new advancements in the country’s digital space.
In a time when technology is evolving rapidly, he said, such moves are essential to stay competitive, ensure economic sustainability, and protect virtual assets. He sees this as a chance to create meaningful opportunities for both businesses and everyday people.
A few hours after the announcement, CZ confirmed the MOU, noting that crypto adoption is underway in Kyrgyzstan.

Kyrgyzstan is already positioned to benefit from crypto-related innovation. The country has abundant renewable energy resources, much of which remains untapped. This is especially attractive for crypto mining operations that require large amounts of electricity.
A report from the International Energy Agency notes that while over 30% of Kyrgyzstan’s energy comes from hydroelectric power, only 10% of its full hydropower potential has been used.
This unused capacity could be key to powering blockchain and crypto development sustainably.
Changpeng Zhao Pitches Blockchain Solutions to Other Governments
Following the Kyrgyzstan announcement, CZ shared an X post which suggested that Kyrgyzstan isn’t the first country to seek his input on blockchain strategies.
He revealed that he’s been working “both officially and unofficially” with various governments around the world, offering guidance on crypto regulations and how blockchain can be used beyond just trading.

He described this kind of work as extremely meaningful, stating his shift toward public sector engagement after leaving Binance.
So far, Changpeng Zhao has had conversations with officials in countries like the United Arab Emirates (UAE) and Bhutan, the latter of which is known for its interest in stacking Bitcoin.
In January, Malaysian Prime Minister Anwar Ibrahim also met with CZ to discuss crypto development, signaling growing trust in expertise on blockchain and crypto matters.
Beyond policy, the former Binance boss is also active in humanitarian efforts. Recently, he donated 1,000 BNB to support earthquake relief in Myanmar and Thailand following the launch of a Binance Charity initiative in the region.

All of this comes just months after he served a four-month prison sentence in the United States for violating anti-money laundering laws.
As part of the settlement, Changpeng Zhao stepped down as CEO of Binance, paid a $50 million fine, and agreed not to be involved with the company for the next three years.
