But in recent decades, the burden of tax has been distributed in increasingly unfair ways. Tax is seen as “theft” by government, and not a “duty” of the citizen. 6 in 10 Americans believe the system is unfair, where the top 1 percent paid only slightly more than 20 percent of all American taxes in 2010, but only 3 percent think tax reform is one of the most important issues in American society.
