Taiwan and the United States resume trade talks after a hiatus of more than five years when Taiwan banned US beef containing ractopamine, a drug used in animal feed to promote lean meat. The U.S. is the island’s third largest trade partner and a leading arms supplier.

Tuesday, March 12
The conclave that will elect a successor to Pope Benedict VVI begins on Tuesday, the Vatican said, ending speculation over a timetable for the highly anticipated process. Some 115 cardinal-electors will convene inside the Sistine Chapel, sworn to secrecy and barred from contact with the outside world until their deliberations are complete. The past 11 conclaves have lasted no longer than four days, but the 13th century election of Celestine V, aged 84, took more than two years.
OPEC releases its monthly report on developments in the world economy, with data on oil prices, crude and product stocks. Its last report estimated world oil demand would rise by 800,000 barrels a day in 2013, mainly due to Chinese growth.
In the context of International Women’s Day on 8 March, European Members of Parliament will vote a number of resolutions saying that crisis-driven budget and social spending cuts hit women harder than men and must be offset by investing in job training and female entrepreneurship.

Wednesday, March 13
The European Commission presents a package of measures to ensure that air passengers can obtain rights and redress in cases of denied boarding, long delays, flight cancellation or mishandled baggage.
Organised by the Asian Development Bank, Asia Water Week opens in Manila and addresses ongoing efforts to reform water management policies and strengthen priority programmes.

European Parliament President Martin Schulz will meet recently-elected Cypriot President Nicos Anastasiades in Brussels on Thursday, before taking part in the European summit, and giving a press conference.
