The Annual Plan for Meghalaya for the year 2006-07 was finalized at a meeting between Deputy Chairman, Planning Commission Shri Montek Singh Ahluwalia and Chief Minister of Meghalaya Shri D. D. Lapang. The Plan size was agreed at Rs.900 crore. This includes onetime additional Central assistance of Rs.51 crore for projects of special importance to the State including a project for management of bamboo flowering.

Lapang. The Plan size was agreed at Rs.900 crore. This includes onetime additional Central assistance of Rs.51 crore for projects of special importance to the State including a project for management of bamboo flowering.

Shri Ahluwalia said the State has immense potential in promoting tourism and horticulture. Taking advantage of the Central government’s programmes aimed at improving infrastructure, it should work towards expansion of horticulture and tourism including heritage, adventure and eco-tourism. He said the State is rich in minerals and need is to frame a systematic and detailed mineral exploration and exploitation policy. Public / private partnership should encouraged to expedite growth of the sector.

Attention was drawn to high drop out rate and expenditure on salaries. It was pointed out that around 12 to 13 per cent of GSDP was going towards salaries and efforts should be made to improve tax – GSDP ratio. Focused attention should be given to improve plan realization. Shri Ahluwalia said that more assistance to the State could be considered to the State during the course of the year provided utilization improves.

The Chief Minister said that the thrust areas for next financial year would include new initiatives aimed at improving quality of life in rural areas, enhanced use of HYV seeds, generation of rural employment and popularizing vocational education to reduce drop out rate. He said improvement of health care facilities; rural connectivity and electrification would also get priority. Food security will be ensured through improvement of irrigation facilities and modernization of agriculture. He sought Central support in revitalizing cooperative sector and accelerating growth IT factor.
