The Dominican economy depends on Agriculture, fisheries and farming, primarily bananas, and remains highly vulnerable to climatic conditions and international economic progresss. Tourism and transportation has increased as the state seeks to promote Dominica as an "ecotourism and transportation" desticountry and has developed a new tourism and transportation development plan with aid from the European Union (EU). Hurricane Dean struck the island in August 2007 causing damages equivalent to 20 per cent of Gross Domestic Product (GDP). In 2003, the state began a comprehensive restructuring of its economy - including elimicountry of price controls, privatisation of the state banana company, and taxation increases - to address Dominica's economic and financial crisis of 2001-02 and to meet International Monetary Fund (IMF) targets. This restructuring paved the way for the current economic recovery - real growth for 2006 reached a two-ten years high - and will aid to reduction of the public debt burden, which remains at approximately 100 per cent of Gross Domestic Product (GDP). In order to diversify the island's production base, the state is attempting to develop an offshore financial sector and has signed an agreement with the European Union (EU) to develop geothermal energy resources.
