Agrarian Reform Measures

Agrarian structure takes into consideration not only land reform but other details pertaining to land reform. Agrarian reform measures have been prepared on the basis of the needs of all sects of people, the landowners as well as the landless.

Basically, there are two Agrarian reform measures. They are:


1.Measures to reform land ownership
2.Measures to reform land management.
1) Measures to reform land ownership:
Measures are taken to increase security of the tenants. In some countries like, Egypt, Taiwan, Iraq and Korea, the tenancy contract is done in black and white. There are few regulations governing tenancy norms. In some other countries, to avoid any hassles, the tenancy contract is validated for a limited period of time. This is only an instance of improving tenancy reforms but the measures mentioned below are measures taken depending on the need of the people. This measure falls in the category of reforming tenancy. Agrarian reform measures under the category of measures to reform ownership, include measures to personalize or individualize land, collective farming or collectivization, distributing landed property, landed property requisition, redistributing finances.
2) Measures to reform land management aim
at the efficient administration of all activities pertaining to agrarian land reform. Various functions are performed by the concerned authority in this category. For instance, a new farmer starts living in a new place. The farmer is totally new to the weather, soil and other agricultural resources. As a result, he will not be able to make optimum use of the resources causing low growth in output. Training up the farmer, making him aware of the resources is a part and parcel of the management program. Helping the landowners and landless to avail mortgage loan, making the tillers acquainted with the latest agricultural technology, making aware of title rights come under the purview of the measures to land management.
