- Redistribution of lands among rural poor people is one of the primary objectives of land reform. In the event of redistributing lands, it is recommended to fix a ceiling on land by law. At the time of redistribution of land, the poorest rural people should get the first priority.
- Redistribution of land should be exercised in a short period of time.
- All the countries should follow the wage regulation act and the name of the tenants should be officially recorded. The government should settle and implement the limit of land ceilings and control leasing and accordingly provide tenants in getting their loans. The government should also encourage tenants in making their investments and at the same time be secured against exploitation.
- The government should make an infrastructure to maintain and develop land, water and other resources. The infrastructure should also carry out research work, create employment opportunities, enhance the capabilities and efficiencies of the rural cultivators.
- There should be effective management plan of actions to regulate water resources, forest land and waste land. At the same time, the local communities should also be environmentally protected.
- The government should also develop an infrastructure for searching out the availability of unused lands.
