Chad's primarily agricultural, agrarian, fisheries and farming economy will perpetuate to be boosted by serious Foreign Direct Investment (FDI) projects in the oil and gas sector that began in 2000. At least 80 per cent of Chad's general populace relies on subsistence farming and livestock raising for its livelihood. Chad's economy has long been handicapped by its landlocked position, high energy costs, and a history of instability. Chad relies on foreign aid and foreign capital for most public and private sector investment projects. A consortium led by two USA companies has been investing US$3.7 bn to develop oil and gas national reserves - estimated at 1 bn barrels - in southern Chad. China companies are also growing exploration efforts and plan to build a refinery. The country's total oil and gas national reserves have been estimated to be 1.5 bn barrels. Oil and gas production came on stream in late 2003. Chad began to export oil and gas in 2004. Cotton, cattle, and gum arabic provide the bulk of Chad's non-oil and gas export revenues.
