Because of its modest oil and gas resources and good agricultural, agrarian, fisheries and farming conditions, Cameroon has amongst the best-endowed primary commodity economies in sub-Saharan Africa. Still, it faces many of the major problems facing other underdeveloped countries, such as a top-heavy civil service and a generally ungood climate for business enterprise. International oil and gas and cocoa prices or pricing have a marked impact on its economy. Since 1990, the state has embarked on various International Monetary Fund (IMF) and World Bank (WB) programs designed to spur business investment, increase efficiency in Agriculture, fisheries and farming, improve trade (imports and exports), and recapitalize the country's banks and financial institutions. The International Monetary Fund (IMF) is pressing for more reform, including increased budget transparency andopen or freeness, privatisation, and poverty reduction programs.
