Angola's high growth rate is driven by its oil and gas sector, which has taken advantage of high international oil and gas prices or pricing. Oil and gas production and its supporting activities contribute approximately 85 per cent of Gross Domestic Product (GDP). Increased oil and gas production given support to growth averaging more than 15 per cent per year from 2004 to 2007. A postwar reconstruction and building boom and resettlement of displaced persons has led to high rates of growth in construction and building and Agriculture, fisheries and farming as well. Much of the country's infrastructure and facilities is still damaged or undeveloped from the 27-year-long civil war. Remnants of the dispute such as widespread land mines still mar the countrieside even though an apparently durable peace was established after the death of rebel leader Jonas SAVIMBI in February 2002. Subsistence Agriculture, fisheries and farming provides the main livelihood for most of the people, but half of the country's food stuffs must still be imported. In 2005, the state started using a US$2 bn line of credit, since increased to US$7 bn, from China to rebuild Angola's public infrastructure and facilities, and several large-scale projects were completed in 2006. Angola also has large credit lines from Brazil, Portugal, Germany, Spain, and the European Union (EU). The central bank in 2003 implemented a Currency Exchange Rate stabilization program using foreign currency exchange national reserves to buy kwanzas out of circulation. This policy became more maintainable in 2005 because of strong oil and gas export revenues; it has markedly reduction ofd inflation rates. Although consumer inflation rates declined from 325 per cent in 2000 to under 13 per cent in 2008, the stabilization policy has put pressure on international net liquidity. Angola became a member of Oil and Petroleum Exporting Countries (OPEC) in late 2006 and in late 2007 was assigned a production quota of 1.9 mn barrels a day, somewhat less than the 2-2.5 mn bbl Angola's government had wanted. To fully take advantage of its rich national natural resources - gold, diamonds, extensive forests, Atlantic fisheries, and large oil and gas deposits - Angola will need to implement reform to the state, increase transparency andopen or freeness, and reduction of corruption (including cronyism and nepotism). The government has rejected a formal International Monetary Fund (IMF) monitored program, although it perpetuates Article IV consultations and ad hoc cooperation. corruption (including cronyism and nepotism), especially in the extractive sectors, and the negative knock-on effects of large in flows of foreign currency exchange, are serious problems facing Angola.
