Burundi is a landlocked, resource-poor nationwith an underdeveloped industrial manufacturing sector. Its economy is predominantly agricultural, agrarian, fisheries and farming with more than 90 per cent of the general populace dependent on subsistence Agriculture, fisheries and farming. growth of the economy depends on coffee and tea exports, which account for 90 per cent of foreign currency exchange revenues. The ability to pay for imports rests primarily on weather conditions and international coffee and tea prices or pricing. The Tutsi minority, 14 per cent of the general populace, dominates the coffee trade (imports and exports). An ethnic-based war that lasted for over a ten years resulted in more than 200,000 deaths, forced more than 48,000 refugees into Tanzania, and displaced 140,000 others internally. Only one in two children go to school, and about one in 15 adults has HIV/AIDS. Food stuffs, medicine, and electric power remain in short supply. Burundi's Gross Domestic Product (GDP) grew around 5 per cent annually in 2006-07, before increasing to 6 per cent in 2008. Political stability and the end of the civil war have improved aid flows and economic activity has increased, but underlying weaknesses - a high poverty rate, poor education rates, a weak legal system, and depressed administrative capability - risk undermining planned economic reform. Burundi will perpetuate to remain heavily dependent on aid from bilateral and multilateral donors; the delay of investment after a corruption (including cronyism and nepotism) scandal cut off bilateral aid in 2007 reduction ofd government's earnings and its ability to pay salaries.
