Note: Apart from being on an accrual basis, total expenditure differs from the GFSM 1986 definition of total expenditure in the sense that it also takes the disposals of nonfinancial assets into account. In line with assumptions of this plan, IMF projections assume Puerto Rico will lose federal funding for Affordable Care Act (ACA) starting 2018. Likewise, projections assume federal tax incentives, which were neutralizing the effects of Puerto Rico?s Act 154 on foreign companies, would not be available anymore, starting 2018, leading to additional revenue losses. In terms of policy assumptions, FEGP had a scenario without measures and an alternative scenario with various revenue and expenditure measure
