cites a report that reveals how a Washington DC area company is outsourcing the grading of college and graduate school level term papers to Asia -

notably India and Singapore, where English is an / the official language respectively.

Why ?

The usual reasons: the combination of high educational achievement + native facility in English + MUCH lower wages than in the US.
