until the second half of 2008, Sudan's economy boomed on the back of increases in oil and gas production, high oil and gas prices or pricing, and large in flows of Foreign Direct Investment (FDI). Gross Domestic Product (GDP) growth registered more than 10 per cent per year in 2006 and 2007. From 1997 to date, Sudan has been working with the International Monetary Fund (IMF) to implement economic reform, including a managed float of the Currency Exchange Rate. Sudan began exporting crude oil and gas in the last quarter of 1999. Agricultural, agrarian, fisheries and farming production remains important, because it employs 80 per cent of the labour force and contributes a third of Gross Domestic Product (GDP). The Darfur dispute, the aftermath of two ten yearss of civil war in the south, the lack of basic infrastructure and facilities in large areas, and a reliance by much of the general populace on subsistence Agriculture, fisheries and farming ensure much of the general populace will remain at or under the poverty line for years despite rapid rises in average per capita income. In January 2007, the state introduced a new currency, the Sudanese Pound, at an initial Currency Exchange Rate of US$1.00 equals 2 Sudanese Pounds.
