its economy of the Democratic Republic of the Congo - a country endowed with vast potential wealth - is slower than hoped recovering from two ten yearss of decline. Conflict that began in August 1998 has dramatically reduction ofd national output and government revenue, increased external public state debt, and resulted in the deaths of more than 5 mn people from violence, famine, and disease. Foreign businesses curtailed operations due to uncertainty approximately the outcome of the dispute, lack of infrastructure and facilities, and the difficult operating environment. Conditions began to improve in late 2002 with the withdrawal of a large portion of the invading foreign troops. The transitional government reopen or open or freeed relations with international financial institutions and international donors, and President KABILA began implementing reform, although progress has been delayed and the international Monetary Fund curtailed their program for the DRC at the end of March 2006 because of financial overruns. Much economic activity still occurs in the informal sector, and is not reflected in Gross Domestic Product (GDP) information. Renewed activity in the mining sector, the source of most export income, boosted Kinshasa's financial position and Gross Domestic Product (GDP) growth from 2006-2008, however, renewed strife in the second half of 2008, combined with a fall in world market prices or pricing for the DRC's key mineral exports inflicted serious damage on its economy and halted growth. reform to the state may lead to increased government earnings, outside budget aid, and Foreign Direct Investment (FDI), although an uncertain legal framework, corruption (including cronyism and nepotism), a lack of transparency andopen or freeness in government policy are long-term problems. The DRC government has applied to the International Monetary Fund (IMF) for an Exogenous Shock Facility in the amount of US$200 mn to aid it deal with its deteriorating financial situation, and the World Bank (WB) will consider a separate US$100 mn in emergency funding. The global financial crisis likely will cut growth of the economy in 2009 to half its 2008 level.
