The oil sector is the foundation of Algeria's economy, accounting for approximately 60 per cent of budget earnings, 30 per cent of Gross Domestic Product (GDP), and over 95 per cent of export revenues. Algeria has the eighth-largest national reserves of natural gas internationally and is the fourth-largest gas exporting country; it ranks 15th in oil and gas national reserves. Sustained high oil and gas prices or pricing in recent years have aided improve Algeria's financial and economic indicators. Algeria is running substantial trade (imports and exports) surpluses and building up record foreign currency exchange national reserves. Algeria has decreased its external public state debt to less than 5 per cent of Gross Domestic Product (GDP) after repaying its Paris Club and London Club public debt in 2006. Real Gross Domestic Product (GDP) has risen due to higher oil and gas output and increased government spending. The government's perpetuated efforts to diversify its economy by attracting foreign and domestic investment outside the energy sector, however, has had little success in reducing high unemployment and improving living standards. Structural reform within its economy, such as development of the banks and financial institutions and financial services sector and the construction and building of infrastructure and facilities, is lagging hampered by corruption (including cronyism and nepotism) and government bureaucracy.
