More Investment on Human Capital Formation



India being one among the emerging economies over the world with a growth rate of near to 10 percent per annum constitutes a larger group of young peoples. The country’s economy is being largely benefited through this young group of peoples. The coming budget 2007-08 is expected to come with more investments on human capital formation.

Development in education and health sector is very slow. Both primary and secondary education held by the Government has failed in reaching the targets.

The Confederation of Indian Industry (CII) has suggested for the Universilisation of education in India along with some plans and models. From estimation, it is found out that an additional sum of Rs. 25,000 crores can be mobilized to educational infrastructure in 2007-08. Some of the suggestions for use of those additional revenues are as follows:
  • Building New Primary Schools in poor and illiterate districts.
  • The Schools should be built through central Government funding.
  • Expenditures of the Schools should be met by state.
  • The management of the School should be through Panchayats.
In higher education the Government should allow private bodies to participate. A national policy on education should be passed by the Government.
