The total Plan size was agreed at Rs.1374.31 crores.
The Deputy Chairman said that the utilization of outlay has improved and efforts should continue to maintain this trend. The Commission would consider further enhancing the plan size if utilization on major projects was found satisfactory during the course of the year. He suggested close monitoring and efficient utilization of funds being provided under Manipur reconstruction plan announced by the Prime Minister during his visit to the State in November, 2004.
While complimenting the State for substantial improvement in health sector indicator, attention was drawn to the need for more awareness about HIV / AIDS and economic empowerment of women. Attention was drawn to high gender gap in literacy and need to give more emphasis to minor irrigation and rain water harvesting programme. Block / Council development programme should emerge more clearly in the Eleventh Plan. Need to reduce T & D losses were also stressed.
The Chief Minister said that health, education and irrigation would get priority in the Eleventh Plan period. State Development Report would finalized by middle of April and its recommendations would be reflected in the Plan document. Power sector reforms are being initiated and rain water harvesting has been made compulsory for all Government buildings.
