Annual Plan size for Kerala for the year 2006-2007 was finalized, at a meeting between the Deputy Chairman, Planning Commission, Shri Montek Singh Ahluwalia and Chief Minister of Kerala, Shri V.S Achutanandan.

The total Plan outlay has been agreed at Rs.6950 crores. This includes additional Central assistance of Rs.60 crores for projects of special importance to the State.

Speaking at the meeting, Deputy Chairman, Planning Commission, said that the Commission intends taking a review of the performance of major Centrally sponsored schemes and invited comments of the State Government on problems being faced in their implementation. He said if the need be guidelines can be made more flexible. Shri Ahluwalia also said that State should encourage public private partnership in development of infrastructure as it would entitle them assistance from viability gap fund.

Complimenting the State on achieving growth rates higher than the national average and relatively higher per capita income, he said agriculture distress and unemployment needs more focused attention. He was of the opinion that productivity of agriculture and industry needs to be improved. Modernization of small scale industry should also get priority. Appreciating efforts at improving irrigation efficiency, it was suggested that participatory management should be further promoted.

Briefing the Commission on State economy, the Chief Minister said the paradox of Kerala development has been obsession with growth. The period of high growth was associated with economic woes. Decline in per capita food-grain output, calorie in-take and agrarian & fiscal crisis were being witnessed. Achievements in human development indicators are being threatened because of fiscal crisis. He said Debt Relief Commission has been set up to provide relief to the farmers. Watershed management, intensive utilization of cultivable land area, development of storage and agro processing facilities and provision of assured prices are among the measures being taken to improve agriculture economy.

He said during the Eleventh Plan period the State Government would work towards strengthening achievements in human developments, overcome agrarian crisis, and elimination of poverty. Problems of educated unemployment would be addressed through expansion of social sector and promotion of entrepreneurship and self-employment. Promotion of traditional industries and skill up-gradation through vocational training will also be encouraged. While promoting productive sector emphasis will be on education, health, housing and social security. The State Government would launch 12 point pro-poor flagship scheme to address problems being faced by the poorest of the poor.
