The total Plan outlay for the year 2007-08 was agreed at Rs.5300 crores. This includes onetime additional Central assistance of Rs.80 crores provided for projects of special interest to the State.
Deputy Chairman, Planning Commission, complimented the State for fiscal performance specially in expenditure realization and revenue growth. He said the State has set example for others in development and private participation. During the last two years Plan expenditure has gone up and even per capita income has shown consistent improvement. Initiatives taken by the government including introduction of VAT have lead to growth in the revenue investment friendly environment created should be sustained.
He said the State government should give priority to further improving rural and urban infrastructure to provide strong base for development of productive sector like agriculture, horticulture, industry and tourism. Improvement in access to basic facilities would not only benefit people below poverty line but also act as catalyst for accelerating the growth process.
Attention was drawn to growing demand for water and electricity in the national capital region and it was pointed out that the Planning Commission intends taking up the issue with concerned States. Joint efforts should be made to meet requirements for the region. Focused attention for accelerating development and improving the civic amenities in Mewat District was suggested.
The Chief Minister of Haryana said that the development strategy was aimed at ensuring more inclusive growth and further improving infrastructure so that the climate created for investment is further strengthened. He said a large number of projects are being taken up in public private partnership mode. Rural infrastructure is being improved and during next year Rs.350 crores would be spent through Marketing Board and Rural Development Fund. Power transmission system is being developed at a cost of Rs.2280 crores. For Mewat Region Rajiv Gandhi Drinking Water Supply Project at a cost of Rs.425 crores has been taken up.
Introduction of Metro-Rail in NCR towns of Faridabad, Bahadurgarh, Sonipat and Kundli on the pattern of Phase-II of DMRC Project in Delhi was demanded. He said as the State was pursuing crop diversification, compensation to farmers would be required. He said rail link from Rohtak to Rewari at 50 : 50 cost sharing basis is being taken up. Other new initiatives include Mega Petro Chemical hub near Panipat and development of four new industrial model townships. He said Rajiv Gandhi Education City - a Centre of Excellence.
On development strategy for the Eleventh Plan, the Chief Minister said highest priority will be given to expansion and improvement of social services. Over 46 per cent of outlay would be earmarked for this sector. Expansion of economic infrastructure including irrigation power and roads would also get focused attention during Eleventh Plan as well as in the next year. To promote agriculture sector various supporting programmes would be further strengthened. These would include making available certified seeds, plant protection measures and land development programmes including reclamation.
The Chief Minister requested Planning Commission intervention in early clearance of irrigation projects pending with CWC for clearance. He said these are Bharat Nirman Schemes and suggested that no CWC clearance should be required for projects with no inter-state ramification.
