Annual Plan of Chhattisgarh for the year 2006-07 has been approved in a meeting between the Deputy Chairman, Planning Commission, Shri Montek Singh Ahluwalia and the Chief Minister of Chhattisgarh Shri Raman Singh, . The Annual Plan size was agreed at Rs.5378.06 crores. This includes onetime additional Central assistance of Rs.24 crores provided by the Deputy Chairman and additional resources of Rs.313 crores from the share of Central taxes to be used for special development problems related to tribals and developmental strategy for dealing with naxalism.

Deputy Chairman, Planning Commission, complimented the State for good plan realization during the Tenth Five Year Plan. He said the State has funded a major portion of its plan outlay from positive Balance from Current Revenue (BCR). He said even the revenue deficit is favourable. The State Government should encourage public / private partnership in the development of infrastructure and offered to help the State Government in evolving models for such partnerships.

While appreciating the State Government for improvements in the human development indices and evolving an investor friendly environment, it was pointed out that the State should bring out a long-term rehabilitation policy for the tribals as fresh investments were being encouraged in tribal areas and this would displace them.

The State government was also advised to position full time independent officers at all levels to make new Central initiatives including employment guarantee programme successful. It was also stressed that increased emphasis on employment generation, nutrition and health security would help address naxalite problem. Emphasis on improving absorptive capacity was also needed to implement programmes within the time frame.
