Land Policies And Land Reform





Need for land policies and land reform cannot be ignored. With every passing day, the gap between the wealthy and the poor is increasing. History has proved that inequality and unjust acts have kindled revolutions world wide. In addition to the problem of inequality, we have the complex norms pertaining to ownership and title rights. In order to prevent land from being illegally confiscated, the implementation of land policies and land reform has become necessary.

Land reform refers to the equal land distribution by bringing about changes in the regulations, laws and customs. Studies reveal, that in South Africa, there were laws, which isolated people belonging to different sects. According to the possible measures of land reform, it is said that there ought to be close association between the rural and the urban people. So, if such restrictions are imposed, it possibly cannot satisfy the aim of land reform. But things are changing for the better. These restrictions have been lifted. Bringing about changes in the legislative policies and the political structure alone will not be enough to check malpractices pertaining to land distribution.

In some countries like Thailand, Mexico, Uganda and China, the government in these nations have attended to land policies and land reform, in a way, which would be beneficial for everyone. The notion that land policies are for those who are weak politically has further arrested growth in various sectors of the economy. In South Africa, the whites (minority community) own approximately 86 percent of the land. Due to this reason, the agricultural land is not accessible to the workers and this in turn does not support employment. As a result of this discrepancy, the contribution of the workers cannot add value to the growth and productivity.

The introduction of the land reform measures includes collective farming, redistribution of land, reforms associated with tenants, personalization of agricultural land, distributing agricultural land, setting up of ceilings, narrowing gaps between the landlords and the landless. In the context of land reform, management of land reforms cannot be overlooked. Land reform measures are include training up the farmers according to the latest know how, imparting education pertaining to agricultural activities, land policies and land taxes.
